我知道，同样的这句话(英语)让中国人来“写”(翻译)，肯定会写成这样的：

看到inception这个词了吗(动词incept)？北京大学官网上同样一个意思，是“写”成这样的：

它用的是establishment(类似的可能还会想到founding一词：一个Federation，可以是establish吗？你是不是“嗅”到了一股“汉语味儿”？)
我当年给Asian Development Bank给中国的某政府单位贷款项目做翻译时(亚行美元贷款按1：1跟中国政府人民币资金配对！！！！！！)第一次读到这个英语词也是“一脸懵逼”：什么意思啊？
其实，查英英Synonym字典：inception就是establish(ment),found (ing)的意思，而且如果当时是直接读到establish等词时，“读懂”就“容易多了”。
可是，亚行文件里面却为什么不用establish呢？
因为他们的大脑里，没-有-中-文(成立)-思-维的“根儿”啊！！！！它为什么用establish,found等词作为“首选”？
还有当年在美国阅读所在城市成立历史时，所在的Kennesaw市“并入”Atlanta市“成立”时，美国人用的英语是incorporated(字面即“公司化”，实际上还是establish,found,inception的意思)，可是，它却为什么偏偏只用让我同样“一脸懵逼”的incorporated啊！
后来“懂”了，同样是他们脑子里一开始就没有“中文思维”在“作祟”啊！
也是从此，我开始“敬畏”了：作为一个土生土长“吃了”几十年“汉语饭”的中国人，千万千万不要轻易言“古诗英译”，千万不要黑砚一抹，宣纸一铺，毛笔一蘸就“挥毫泼墨”起来。当然，作为一个“吃英语饭”的人，平时“玩玩票”，做个“票友”也就算了，可圈可点。但是，千万不要当真：我感觉自己的英语汉语母语“好”，否则就“悲催”了。。。。。。
孙猴子七十二变再能耐，猴子尾巴最终还是变不了，变成一根旗杆明眼人一看还是看出“猴尾巴”(汉语味儿)来，这百年前的故事就是讲给今天我这个吃英语饭的人听的。
补充一下：“读到”“不懂”的英语“生词”时，你是需要查它的英英synonym字典的，而不是“反手”就来一句：中文什么意思？
网路上大把这种免费英英字典，为什么“死抱”上个世纪传统的“逢英必闻汉语”的英译汉式“学”英语的“残缺”呢？难道只有“懂”它的中文“才算懂”，看它的英语就“看不懂”吗？
